Dover’s First Fiber Art Installation Slated for September 6


(Dover NH – August 29, 2012) – Starting on September 6, Dover residents and visitors will encounter more colorful surroundings in the city’s downtown Henry Law Park. Lampposts throughout the upper park will be wrapped in original knitted works as part of Dover’s first-ever Fiber Art Installation, presented by local fiber artists with support from the Dover Arts Commission and the Children’s Museum of New Hampshire. This outdoor exhibition will remain in place through October 15 for all to enjoy.

“We are excited for the debut of this unique public art project,” said Jane Hamor, chair of the Dover Arts Commission. “We live in a very creative community and want to support local artists in their endeavors to use original art to transform parks and other public spaces in our city. The Fiber Art Installation is the first of what we hope to be many exhibitions of public art in Dover in years to come.”

City resident Malone Cloitre is the artist and curator of the new Fiber Art Installation. “I have been knitting for 18 years and find it to be a very creative medium,” explained Cloitre. “It is a timeless art form and Dover has a long history with textile production. It has been great to work with the Arts Commission and Children’s Museum to make this dream a reality.”

To bring the exhibit to life, Cloitre recruited several local knitters including Kelly Tronzo, Viki Guy, Amanda Reed, Caroline Lamoureux, and Laura Baxter. Working with donated yarn, they volunteered their time and created knitted works of their choosing, in addition to Cloitre’s creations. “We definitely wanted each piece to be its own individual work of art,” noted Cloitre.

Knitter Jean Hearn also got involved to create a sculptural textile piece that will be displayed inside the Children’s Museum of New Hampshire. “We are thrilled to be part of this project,” said Justine Roberts, Executive Director of the Museum. “We hope it will pave the way for more artists to present their work in Dover and put the spotlight on our city as an arts destination.”

An opening reception for the Fiber Art Installation will be held on Friday, September 7 from 5:30 – 7:30 pm in the lobby of the Children’s Museum of NH at 6 Washington Street. The public is invited to view the exhibit, meet the artists and Arts Commission members, and enjoy refreshments.

Dover Public Schools announce events and important dates for new school year


Jean Briggs Badger, Superintendent of Schools, announced events and activities surrounding the opening of Dover's public schools for the 2012–2013 school year.
School and room assignment cards have been mailed to all elementary and middle school students enrolled in Dover public schools. Those students eligible to ride a bus will find a bus pass attached to the assignment card. To be eligible to ride the bus, elementary students and fifth graders must live a mile or more from school, middle school students, except fifth grade students, must live at least one and one-half miles from school, and high school students must live at least two miles from the school.
Bus schedule information is available at the schools, at the office of the Superintendent, or by calling First Student at 742-5984. Complete bus schedules are posted at www.dover.k12.nh.us, “Information for Parents,” and will be published in Foster's prior to the opening of schools. Parents of students who receive special busing within Dover should call the bus company, The Provider, at 1-800-660-9664, with any questions. New Hampshire law states that no student may be admitted to public schools unless proof of immunization has been presented prior to entrance. Parents of new students should be prepared to present a copy of immunization records before the opening day of school.

Billed as “Recycling At Its Best,” the Annual Fall Tag Sale, hosted by Frisbie Memorial Hospital Auxiliary, will be held Saturday and Sunday, September 8th and 9th, from 8 AM to 3 PM in  the parking lot of Skyhaven Internal Medicine, located at  235 Rochester Hill Road, (across the street from the Skyhaven Airport on Rt. 108).

“Thanks to the generous support of people in our community, this event continues to grow each year,” says Betty Jane Meulenbroek, president of the Auxiliary. “This year’s two-day event will feature something for everyone ranging from furniture, Christmas decorations, housewares and garden items  to children’s toys, sports equipments, books, gardening and gently used clothing.”
In addition, this year’s Tag Sale will also feature a Farmer’s Market, food vendors and items from the hospital’s gift shop.

“The money raised from this and other Auxiliary fundraising events throughout the year are extremely important to continue the programs the Auxiliary supports,” says Meulenbroek. Proceeds from the event will be used to support patent care programs at the hospital, including newborn audio screening test, a variety of patient aid services and annuals scholarships awarded to qualified students interested in healthcare.

The Homemakers and ServiceLink to host Powerful Tools for Caregivers classes

One might think that the human act of caregiving is simple, easy, gratifying - especially if you’re caring for someone you love. However, the demands of caregiving can be overwhelming and result in burnout damaging a caregiver’s physical, mental and financial health.
To provide caregivers with the tools they need to avoid stress and burnout, The Homemakers Health Services in partnership with ServiceLink and Transitions in Caregiving will be hosting Powerful Tools for Caregivers classes.
            “Powerful Tools for Caregivers,” a six-week educational program, is designed to help caregivers learn how to reduce stress, improve self-confidence, better communicate feelings and balance life, increase the ability to make tough decisions and local helpful resources.
Classes will be held on consecutive Wednesday mornings beginning September 5th from 10 a.m. to noon at The Homemakers Health Services, located at 215 Rochester Hill RoadRochester. A fee of $25 is required for the cost of the program materials.
To assist caregivers attending the classes, adult day care services for caregivers loved ones will be provided by The Homemakers Health Services. Following is the schedule for the six week class:

August 2012 Update - Local Lodging Expenses and Social Security Statements


New Tax Rule for Local Lodging Expenses
The IRS recently issued long-awaited regulations that permit certain not-away-from-home lodging expenses to be deducted by workers if they are not reimbursed by their employer. Alternatively, if paid for by the employer, the expense can be treated as a tax-free working condition fringe benefit (WCFB) or tax-free accountable-plan reimbursement.
Thanks to prior IRS guidance, the value of an employer-provided WCFB is excluded from the recipient employee's gross income for federal income and employment tax purposes. A WCFB is defined as any property or service provided to an employee to the extent that, if the employee paid for the property or service, it would be deductible by the employee as an unreimbursed employee business expense. Employer-paid lodging for an employee who is out of town on the employer's business counts as a tax-free WCFB.
Prior regulations provide that the cost of an individual's lodging that is not incurred while traveling away from home on business is generally a personal expense and is therefore generally not deductible by the individual. An individual is not considered away from home unless he or she is away from home overnight, or at least long enough to require rest or sleep.
The new regulations stipulate that an individual's local lodging expenses can be deducted by the individual as business expenses if the applicable facts and circumstances dictate that such treatment is appropriate. In turn, expenses that would qualify for deductions if paid for by an employee will qualify as a tax-free WCFB if paid by the employer, or if advanced or reimbursed by the employer under an accountable plan. However, local lodging expenses will not qualify for the aforementioned tax-favored treatment if the lodging is lavish or extravagant, or if it is primarily to provide the individual with a social or personal benefit.
Safe Harbor Rule. Under the new regulations, local lodging expenses are automatically treated as ordinary and necessary business expenses if all of the following conditions are met: (1) the lodging is necessary for the individual to participate fully in or be available for a bona fide business meeting, conference, training activity, or other business function; (2) the lodging is for a period that does not exceed five calendar days and does not occur more frequently than once per calendar quarter; (3) in the case of an employee, the employer requires the employee to remain at the activity or function overnight; and (4) the lodging is not lavish or extravagant under the circumstances and does not provide any significant element of personal pleasure, recreation, or benefit.
Example: Tax-favored treatment allowed for employees.
Distant Corporation puts on periodic employee training sessions at a hotel near its main office. Distant requires all attending employees, including employees from the local area, to remain at the hotel overnight for the bona fide business purpose of maximizing the effectiveness of the training sessions.
If Distant directly pays the lodging costs for attending employees, the costs qualify as tax-free WCFBs for the attending employees, including those who live in the local area, and Distant can deduct the costs as business expenses. If Distant reimburses attending employees for the lodging costs under an accountable plan, the reimbursements are tax-free to the employees, including those who live in the local area, and Distant can deduct the reimbursements as business expenses.

Social Security Statements
The Social Security Administration (SSA) recently announced that Social Security statements may now be viewed online atwww.ssa.gov/mystatement. The statements provide workers with an estimate of benefits under current law and an earnings record with Social Security and Medicare for taxes paid over their working career. A printable version of the Social Security statement is available. To get an online statement, a person must be 18 or older and able to provide information that matches their SSA file. After verification, an account is created with a unique user name and password to access the online statement.
Boomer Alert: Approximately 3 million baby boomers are turning 65 each year. According to the Social Security Administration, social security was the major source of income for most beneficiaries.

Garrison Players Arts Center Kicks off 60th Season with Steel Magnolias, September 14-23

DOVER - Season opener Steel Magnolias kicks off Garrison Players Arts Center’s 60th Season. The show will be the first to be produced on GPAC's brand new stage, professionally constructed over the course of the summer thanks to the generosity of an anonymous donor. 

Concerned with a close-knit group of southern ladies, Steel Magnolias is hilarious, touching and, in the end, deeply revealing of the strength of true friendship.  Written by Robert Harling, the dramatic comedy is set in a beauty salon in Chinquapin, Louisiana, where all the ladies who are "anybody" come to have their hair done. Helped by her eager new assistant Annelle (Kate Gilbert), the wise-cracking Truvy (Elizabeth Holcomb) dispenses shampoos and free advice to the town's rich curmudgeon Ouiser (Carol Bitov), eccentric millionaire Miss Clairee (Kate Kirkwood), and the local social leader M'Lynn (Debra Martuscello Wiley), whose daughter Shelby (Teddi Kenick-Bailey) is about to marry. Filled with hilarious repartee and not a few acerbic but humorously revealing verbal collisions, the women discover their underlying strength—and love.

Conservation easement in Dover protects 58 acres


The City of Dover, through the efforts of the Open Lands Committee (OLC) and Conservation Commission has added another significant property to the list of permanently protected lands. The process involved working closely with the landowners, Kathie Forbes and Anne Parks, to place a conservation easement on 58 acres located off of Long Hill Road. The project was officially completed on Feb. 15, 2012, after many months of work.
“This property is a beautiful oasis of forestland located in an area that has seen quite a bit of residential development in the past,” said Open Lands Committee Chair Anna Boudreau. “We are pleased to have been able to work cooperatively with the owners to protect this unique parcel.”
Funding for the conservation easement came from the Dover Conservation Fund. The fund is comprised of fees charged to landowners who remove land from the current use program. When a willing landowner grants a conservation easement on a property, the landowner retains ownership of the property while agreeing to permanently limit development activities that may be harmful to the natural resources on the property. The conservation easement runs with the land, regardless of any ownership changes in the future and will provide permanent protection of the property’s conservation values.
Although she recently sold the property, Kathie Forbes said, “My family and our neighbors have enjoyed living near this beautiful space for many years and my sister and I were happy to be able to preserve it forever.”
The property is part of the Blackwater Brook Watershed and is part of the Cotton Well groundwater protection area. The Parks family has had the property designated as an official “Tree Farm” through the UNH Cooperative Extension. The property contains a mix of hardwoods and softwoods and is home to many species of wildlife.
The OLC was established by the City Council in 2000 as a subcommittee to the Conservation Commission and has successfully completed 16 projects, protecting almost 800 acres.

Bring the family to movie night at the Jenny Thompson Outdoor Pool


Round up the family, chairs and pool floats for movie night at the Jenny Thompson Outdoor Pool on Saturday, Aug. 25, from 6:45 to 9 p.m.
Watch from the pool deck or jump in the pool and check out the movie on a 21-foot inflatable screen. Popcorn, cookies and drinks will also be available for sale during the event. A decision on the movie title is still forthcoming, but it will be a recent, family friendly flick.
The diving well will be closed during the movie for a quiet “floating only” atmosphere.

The City of Dover offers open government resource


Transparent Dover provides one-stop access to the City's significant open government tools and information.
Transparent Dover can be accessed at www.dover.nh.gov/city_trans.htm.
The City of Dover is an advocate for the public's right to know, and values transparency in all aspects of local government.
City Manager J. Michael Joyal, Jr. said the City strives to make information readily available to the public on a daily basis. The City's website,www.dover.nh.gov, updated daily, is a repository for thousands of documents, records and public information, including financial information, City reports, budget details, and meeting records. Few communities in the State of New Hampshire or across the nation make as much information available to the public as a matter of course.
"The City of Dover is committed to open government and transparency," Joyal said. "We will continue to promote openness and public participation in local government, recognizing that transparency is the foundation of public trust."
The web page allows residents and the public to navigate to many of the most requested and essential City documents and records, as well as information about all aspects of local government. The page, which collects links to public resources into one easy-to-navigate location, is a way for the public to quickly find links to the significant information already available on the City's website. Transparent Dover will be updated regularly to reflect additional resources.
Transparent Dover allows the public to compare the City's commitment to open government against the "Transparency Checklist" created by the nonprofit organization Sunshine Review. The City of Dover meets or exceeds all of the items on that checklist. According to the Sunshine Review, "residents and taxpayers need to be able to gauge whether local government is effective, competent, frugal with tax revenue, and in compliance with laws relating to public records and open meetings." The Sunshine Review benchmark is the availability of key information online.

City of Dover updates Capital Improvements Program information online


On Aug. 2, 2012, the City of Dover Department of Planning and Community Development updated the Capital Improvements Program (CIP) page on the city’s website. The CIP is a tool which outlines a schedule for the next six years for capital projects and purchases over $25,000 which maintain and improve the community infrastructure. The CIP takes the City’s infrastructure priorities laid out in the Master Plan, and outlines a plan for implementing them.
According to Christopher G. Parker, AICP, Dover’s Director of Planning and Community Development, it imperative to have the public aware of the improvements and purchases made to benefit the community.
“Updating the website at least quarterly, allows the public to know what each department has been doing, and how these projects are being funded," Parker said. "Not only do we like to have the project descriptions written on the website but we even take it a step further by adding an interactive map of where the projects are located as well as having a video explaining the projects to add more personalization.”
Parker further explains that public awareness and participation in subjects such as the CIP are critical to making this community a place the residents are happy to live in.
"The public can be just as excited about improvements in their community since these improvements are beneficial to residents and visitors" Parker added. "Some projects include street reconstruction, water meter replacements, bridge improvements, park improvements, ambulance purchase and many more."
